What’s the difference between a policy repository and a full policy management system?

A repository is just central storage – a place to find the latest version of a document. A full policy management system adds the workflow around it: version control, approval routing, mandatory-read attestation, and reporting on who has and hasn’t acknowledged each policy. Many organisations start with the former and outgrow it once compliance or audit demands increase.
